No one did it better than Spyro. All the wallpapers and stuff that are floating around actually kind of worsen the effect I feel, since they usually render everything at normal res instead of the distant flat-color level of detail the actual games use. That said, some devs did do detailed skies- the one in Ape Escape in that collage is particularly detailed, as well as the one above it- Insomniac's unique polygon shaded skies stood out.
