Well, YGO is a card game which has changed a lot with time, it's important to keep in mind that there's no rotation so power creep is a very big deal in it, also new mechanics are common and significant things like changes to the board itself have happened twice in the last decade. Because of this I'd say that while many of the retro videogames capture retro formats well, like GOAT format, they don't follow the current TCG accurately, for that your best option is either one of the online platforms made by fans, like EDOPRO or Dueling Book, or if you want something official and/or with a campaign then Legacy of the Duelist: Link Evolution is the way to go.
