Why do you think this game never was released in Japan?
It's weird because the SFC had a huge install base, and western fighting games like Mortal Kombat were released there. Killer Instinct is also probably the western fighting game most similar to Street Fighter in terms of gameplay, which japanese are more used to, and the game was published by Nintendo.
