UV isn't that much of a chore. It's just more enemies to shoot with slightly less resources and has no damage modifiers involved, and apart from one Doom 2 map from the top of my head (that has a Spider Mastermind in a crusher), they all still play the same.

Maybe his WAD wants to be focused on experienced players, too? His design choice.
