This wasn't a case of power, you dips (apart from the light blur).
The proprietary discs used on the Gamecube didn't have the same amount of storage as a regular DVD, so some games either had to be split across multiple discs (like RE4, Goldeneye Rogue Agent) or had features removed to fit on a single disc.
This is also why Evolution Worlds features a heavily cut down version of the first game.
