For the most part I think it's just the sustainability of the powered-up state that's a bit tight on regular maps as well as overpowering the player a bit much on smaller maps like anon said before. Not sure about having two modes, the item shouldn't be more complicated than it needs to be, mainly to keep in the theme of the mod keeping it pretty simple across the board with few outliers like the Halderman Device and the Katana. But of course it shouldn't be too lenient, the player has to work for the upkeep.
