Vega/Balrog is wearing a Spanish Toreador outfit and his fighting technique comes from bullfighting. Checking his origins story he actually trained ninjitsu as well to combine with his bullfighting technique. You can't tell me that a Spanish Toreador/Bullfighter isn't the most obvious Spanish stereotype, you're just focusing on the wrong things.
