16 inches basically doesn't exist as a consumer set. The most common below that is 13 (typically had a 14" tube with a bezel).
20 inchers are easy enough to find. In that size, Sony makes a number of good sets, (KV-20 series). Stick with Sony or JVC (L'art or D-series, but both are hard to find in 20 inches). Pic related is my prized 32" D-Series, was never used as a main TV. Some Toshibas can be good, but I've had bad experiences with them dying/getting a wonky picture.

But biggest factor in goodness/long-term usability will be how heavily the set was used/abused.

Composite video will be on basically every set you come across, and is all you need to play the consoles you mentioned. It's possible to get better picture, but that's a long discussion and probably not worth it to you. Take care not to fall into a rabbit hole of tube obsession like me. Have fun.
