Why couldn't western devs make a good beat 'em up until The Warriors and MK Shaolin Monks?

Pic related, the first 3D beat 'em up by a western dev and it's awful - compare it to the first Japanese 3D beat 'em up, Die Hard Arcade, and it easily shits on this western kusoge.

Seriously, this shitty games chunky movement and terrible combat - how did they think it was acceptable to release?

So I picked this up for the first time since I was a kid renting it from Blockbuster and I can't believe how comfy old Beat Em Ups were. It feels like a failed 3D Streets of Rage spin-off. Besides this and Dynamite Cop, what other 3D Beat Em Ups should I be on the lookout for? 2D is fine too.
