Sure I guess if you ignore the fact that if you die once you get sent back several levels instead of continuing at a nearby check point and that you can't use sub-weapons until you die once and if you pretend Dracula's first form is tougher even though his fireballs are far easier to dodge and ignore the fact that if you die against him you can start right there and if you pretend 6-2 was easy before you knew how to navigate it and if you ignore the fact that you still have to fight the demon immediately after it who can also send you back several levels if you die once I guess you could argue that?

Just to name a few; as for why, US had a huge rental business going on during those times, which was illegal in Japan. If a game was easy enough for you to beat off one rental, there was a concern that you wouldn't actually buy the game or rent it again.
