Japan didn't force the Saturn or Virtua Fighter on Sega of America. Sega of America refused to back the Saturn and kept crying for their own system that leveraged the Genesis. Sega of Japan finally gave in and offered them a Genesis with more colors, and America countered with the 32X. Sega of America then went balls deep into the 32X but no one wanted it because it was a terrible system. That failed miserably and put the entire company in a terrible position. So then they were forced to launch the Saturn to try and save the situation.

Eternal Champions was a shitty fighting game that was all style and no substance. They simply said "Let's take Mortal Kombat but remove any sense of balance or good fighting mechanics and replace entirely with gore." The games were shallow and awful on Genesis and Sega CD, and it's sequel on Saturn would have been just as bad. Sega of Japan was right to cancel that and push Virtua Fighter instead. There's a reason Virtua Fighter is still around and has an active tournament scene.

It technically can do them, but it's tricky due to the way VDP1 works. You can only do 50/50 blending, it doesn't work reliably on anything but direct 15-bit RGB textures/polygons, it's 6x slower to render, it can only blend with VDP1 objects or VDP2 objects (not both at the same time), and due to the way VDP1 draws you can get nasty overdraw errors that corrupt it if you're not careful. Some games say "Fuck it" and do it anyways, Sonic R being one of them for things like the Light Trail when you use the speed booster.

I can still see individual pixels the edge of the shadows on the Saturn shot. When it comes to overall image quality Saturn definitely wins between the 3. N64 is smeared to death and PS1 has full screen dithering going on. If you use S-Video it really becomes apparent as N64 barely changes and Saturn looks like the attached picture.

S-Video on the Saturn is perfectly acceptable. The Saturn's S-Video output is exceptionally clear.
