Because the Terrans in Starcraft are a mishmash of old American historical events and culture. The Civil War is a strong influence in particular, in which a large number of participants were countryside people, easily stereotyped as hicks.

As it starts out, the biggest Terran faction in the Koprulu Sector is "The Confederacy", complete with the old Stars & Bars battle flag stereotypically associated with the historical American Confederacy. However, rather than being a modest ragtag breakout state getting itself into conflict with the big power it broke from, it IS the massive regional power, and it's strongly monarchistic in how it operates.

As the Terrans in the Koprulu Sector actually come from Earth originally, they're various lowlife scum and perceived undesirables as rounded up by the fascist powers which came to rule the world, and sent these people off in experimental spaceships to see what would happen. These ships miss their marks and end up crashlanding in the Koprulu Sector, being detached from Earth for centuries, and doing whatever the hell they wanted and build their own society with blackjack and hookers.
Eventually, Earth sends a fleet to check this mess out, the United Earth Directorate, a force which ends up acting like the British Empire coming to suppress the American Rebellion in 1776.

The Protoss, being divided up in what's described as 'tribes' can be likened to Native Americans, but only in a few very superficial elements (I don't recall the original game making all that many connections beyond this).
