They were designed to be easier to understand and use for beginners who happened to be in the proximity of the machine
People got used to them so later machines kept the same style
In some cases the arcade stick is better but on Street Fighter and games that use quick rotation motions digital pad is better.
The arcade buttons are better and easier to press though.
