What other shmups have no powerups? I prefer no powerups because they often lead to huge difficulty imbalances (too easy with a fully powered up ship, but too hard without any powerups). Without powerups, the game can be balanced much more intentionally.

No, like a lot of other arcade games of the time. It does have a nice plot though.
It's still fun to play for score and also the diffiulcty changes dynamically depending on the player's skill.

This game is not only fucking fantastic, but also a significant game in retro vidya history. It's really a shame not too many people know about it, at least over here in America.
