Anyway, I've came to a conclusion that N64 hardware and games don't scale good enough. No matter if you render big game world or just a small arena with two characters, the game will look and perform mediocre either way. So they likely didn't bother with small arcade like games and bet on Mario 64 clones instead. On PS1 you could have small tight games like Dead or Alive or Tobal 2 which ran at high resolution and 60 fps and had very smooth character models and It's only the large open environments where PS1 games fall apart, though there are still cleverly programmed exceptions like Vigilante 8.
