Yes, but after re-reading the comic, I can't seem to find a single instance where he's actually called "Armstrong." It's just "Houston" for the entirety of it. Makes me wonder where "Armstrong" even come from.

It's important to not the comic he was introduced in also introduced the concept of Samus' origins being an orphan raised by the Chozo, as well as the characters of Keaton and Hardy, all of which were re-used in the Zero Mission comic, which is apparently considered canon, but Houston himself was nowhere to be seen. So his status is ambiguous.
