Anon above me already gave a good reply but from what I understand, the team were tired of doing the same stuff
I can understand why a diehard RE fan back in the day might've been disappointed, but for me it's easily the best in the series and one of the best games of all time, I fucking adore it
as far as being a third-person shooter I've yet to find anything with as much mechanical depth and nuance, and the level design, encounter design etc is just excellent

in RE4 shooting enemies on specific parts of the body can stun them, you can knock them prone, disarm them, stab them, hit projectiles in mid-air, explode their projectiles in mid-air, set off explosives if they're holding one, set up a high damage suplex or a roundhouse kick that hits multiple enemies at once
and then there's things like kicking down ladders, vaulting, throwing grenades, jumping through windows, barricading windows and doors, kicking doors open to hit enemies
I've yet to find an over-the-shoulder shooter with as much depth. if you can name a third-person shooter released in the same year or before that can compete then let me know because I'd like to play it

you're a disingenuous little fuck, I could just as easily flip the two and do the same. RE4 is a fantastic action game, it's not trying to be like the original games because the developers were tired of making the same thing over and over so they took it in a bold new direction. you might not like it as a RE game, but you're pants on head retarded if you can't understand its merits
it has a ton of gameplay depth, and the amount of variety and quality of level design, enemy variety, enemy placement and so on is staggering; it constantly throws in new ideas and it's exceedingly rare that one room or area will have the same setup as the ones before it
in terms of gameplay depth:

and then there's things like kicking down ladders, vaulting, throwing grenades, jumping through windows, barricading windows and doors, kicking doors open to hit enemies
plus there's obviously all of the different guns, the attachments for said guns, the grenades, the level design itself, the enemy variety, how the locations are constantly changing, the gimmick stuff like the boat fight, the minecart etc
if I was a disingenuous worm like you I might say that all you do in the original games is 'aim' (aiming is automatic) and bang bang bang
anyway, obviously the game is fantastic in other areas, namely atmosphere, the careful balance it treads between B-movie and more serious and tense moments, the pacing, the replayability, the amount of content on offer etc
