It sounds like they're citing something very specific from a Japanese source. Timeframe would put it around RR4. Though it's unclear if it's the original Reiko design or the later ones. However, I don't think face scanning was even a thing in the early 90's, only being something that started mid to late 90's.

The actual article cited. I used to go down to the mall and spend hours reading video gaming magazines during the early 00's. I never played the Ridge Racer games, so this article stuck with me as it was my first introduction to Reiko.
