It's actually not that hard once you know how it works. The requirements are relationship with father at 100%, less than 100 points of sin, 100+ morality and faith and intelligence, refinement and charisma at over double whatever morality and faith are.
You can increase her love for you by making her do housework, in fact I like to do that first thing in the playthrough. If you put her on a robust diet you don't even need to let her rest ever, as the constitution gain from the diet keeps her from getting sick, so instead the stress just makes turn delinquent, which means you can scold her every month to make her love you even more. The housework also increases her cooking skill, so if you mix in some babysitting in order to also increase her sensitivity, she should be able to win the cooking contest at the Harvest Festival. Use the prize money to buy fighting/fencing lessons and eventually she'll be strong enough to kill harpies in the desert for around 200g each, which means your money problems are pretty much over. You can kill harpies for money, work her sin off at the church or just donate to them in town, and take whatever lessons you need to shape her stats as you like.
You can even get the ruling queen ending AND marry her, I've done it. Though because of the marriage requirements she can't be a great queen, just an okay queen.

After looking up the requirements on the PM wiki I was able to get the ruling queen ending and still marry her. I remember people saying this was impossible back in the day, but the trick is to not make her too good a queen. She needs 500+ morality for the patron deity to say that "she did wonderfully at her job", but she won't marry me if she has that much. So I can only marry a queen that does "fairly well" at her job.
Also funny how this happens right after the former King says he'd like her to marry the prince.
