I would guess 5 to 11 minute shorts that revolve around the characters trying to do their every day tasks, but weird shit happens, and a lot of hit-or-miss japanese humor ensues.

I think you're probably on to something with the springfield thing. Though I feel like it wouldn't even always be a major Wario Ware character that gets focused on. I could see a whole 2 minute segment just focused on that beautiful woman with the snotty nose from a random mini game. Seems like exactly the kind of thing that Japan would produce. Their weird "quirky" animes always have weird cut away segments that focus on seemingly inconsequential characters as some kind of strange joke.
