Why were good retro devs in the west so rare compared to how many good ones there were in Japan?

Hi. I remember reading a while ago that, despite making some decent games, Rare was actually quite a scummy company. For example, I recall reading that Rare bought PS1 and Saturn SDKs to threaten Nintendo, but for what reason? I also recall reading that Rare willingly put themselves for sale for MS, believing that MS would have a bidding war with Nintendo, and Nintendo would beat them out and Rare would make gajillions. Are these correct?

I would like to get further discussion, and maybe some citation, to these claims, if at all possible. Thanks.

So was the old Rare pretty much the ace of up Nintendo's sleeve during the N64 era? Arguably, pretty much the trump card for capturing Western audiences? Otherwise, without them, the library was in danger of falling down like a house of card?
