Texture size is limited by explicitly loaded texture cache. Every texture+mipmap must fit into 4kb cache which means 2kb for a texture and 2kb for its mipmap. Thus textures are limited to 64x64 (up to 4-bit), 64x32 (up to 8-bit), 32x32 (up to 16-bit).
>PS1
Textures are only limited by VRAM. Maximum texture size is 256x256 but 256x128 and 128x128 are more commonly used. Bit depths are 4-bit, 8-bit and 16-bit too.
Anyone else think that N64 texture cache was a legit design error? Make it a true associative cache like on PS1 and the issue is no more. Doom had 64x128 to 265x128 8-bit textures in 1993. No way Nintendo/SGI really thought that 64x32 textures were good enough for 1996 hardware.

The zombies have almost completely different textures in the N64 game. Pretty sure there are also less variety in zombie textures too. The RE2 port team had to crunch the PS1 textures down in size to fit them into the N64 hardware. Image related is are actual texture rips of Claire for both games.

Sure they are. The artists placed every dot intentionally to create fine details in the texture. Coincidentally you can observe what happens when they're compressed to fit into a tinier texture budget. You might not be very familiar with how these 5th gen games were made, but simply put the skills honed during the 3rd and 4th generations nice pixel art became applied very easily to 3D environments with the diffuse texture.
