Right now, all you can do is attach a bluetooth controller to a small Windows tablet.
The first actual Windows handheld with built-in game controls likely to hit the market is the GPD Win, due out in a month.

I played through Phantasy Star 1 recently that way. I think small displays are good for low-res games.

Got in an ipega PG-9023 controller for phone emulation.
Settled on this after reading enough people saying it feels better to have the phone weight in the middle rather than on top with those top clip holders.
