Honestly hard to choose, both of the final missions are pretty eh, the first few missions of TDP are 10/10 same for thief 2.
Honestly I just go the DOOM1-2 route and treat them as the same game, the level design is up and down in both and both have mod support.
If you hold a gun to my head though id say 2 just because of Shipping and Receiving

plus it reminds me a lot of the warehouses and older buildings from where my grandma lived when I was growing up.
A small tourist town that used to be a military base in the northwest US. Lots of 1880-1950's era office buildings, apartments and warehouses.
