Yeah it's basically impossible to get the whole package looking just right. XFCE with the right themes and stuff can get pretty close but it's always just slightly off.

As long as GTK keeps getting GTK'd we'll never get a truly accurate and consistent classic theme anyway, because the developers hate theme creators.
