PDS was part of the last batch of Saturn games released in NA . Sega gave the game an incredibly small print run, making it even hard to find at release.

Saga is a near prefect game, and easily in my top 10. My only gripes are that it's too short (~15 hours even if you 100% it), and not all that well balanced. I guess on my first playthrough it was reasonably challenging, but only because I didn't know the "trick" for each enemy. Once you do, the game is laughably easy. There's not one, but TWO sub-bosses near the end of the game that can be defeated without them even having a chance to attack you.

The first game is stylistically cool, but very unremarkable in terms of gameplay. Zwei was a massive improvement and I enjoyed it a lot. It even has replay value due to the multiple routes in its levels, whereas Panzer Dragoon did not.

Bernie Stolar was at Sony when all of that happened. The Sega Saturn was a blunder at launch. It was expensive for Sega to manufacture, they lost money on each system sold. Third party publishers were bailing from the machine for the PS1 before Bernie showed up. Sonic Xtreme wasn't his project. Bernie may have helped popularise 3D gaming with the success of the Playstation. He also did prioritise 3D games over 2D ones. But... that's where the game industry was heading anyway. The mass population was getting board of 2D games, so the PS1 became a big hit regardless. The popularity of the PS1 did cause Sega of America to not publish a lot of 2D games in the west. They were trying to focus more on the Saturn's 3D capabilities. Which only ended up making the Saturn look weaker than the PS1. Tom Kalinske was Sega USA President until 1996. The Saturn was already a sinking ship in 1997.

One of Sega's most bizarre magazine ads was for Panzer Dragoon Saga. This print ad was in the back of Edge Magazine. Edge was a pretty damn good gaming magazine. This Panzer Dragoon Saga ad is basically saying that the game has a small production run, and chances are you will never find it in store shelves. Sega's ad is reporting that you're not going to find a copy, so cut out the characters face and make a mask out of it.
