Zelda-like? No. I think the only actual zelda-like Dragon Ball games is Shen Long no Nazo (aka Dragon Power on NES, with changed sprites).
Super Butoden 2 is a fighting game with an interactive/sort of VN-ish story mode. You can play it even without knowing french or japanese, although you'll miss on the story. The first half is the Cell Game (which might follow the canon story or not, depending on what happens when you play, if you lose or win certain battles and who you choose to play as), then the 2nd and 3rd parts of the story are original stories featuring movie characters (Boujack, Zangya and Broly)

That's because Shin Butoden uses the same sprites as Ultimate Battle 22 (which is a terrible game). It uses the same sprites, but they're totally different games.
And yeah I wish they would be nice like the other Butoden games instead of a flat texture.

It's alright, I mean you are entitled to your opinion but... annoying soundtrack? really? it's in fact one of my favorite soundtracks in any game, even more the arranged versions.

Anyway, Hyper Dimension is fine, really good spritework, but as somebody else said, it's just a Street Fighter clone, whereas Super Butoden does its own thing with the split-screen and fast-paced gameplay.

I agree the backgrounds are generic - but Dragon Ball has always had generic green hills backgrounds during fights, it has to represent the Cell Game after all. And anyway it has some iconic locations during the story mode part where you can visit Bulma in the city, Goku's house, etc.

Anyway, I admit nostalgia may be a big factor, but I honestly haven't enjoyed any other 2D DBZ fighting game more than Butoden 2. I tried Super Butoden 1 and 3 and they are nice, but not as good as 2, Ultimate Battle 22 is shit, Legends can't be considered a proper fighting game, it's more like its own thing, and Bu yuu retsuden is good but still not as good as the butoden games. Hyper Butoden as I said is good, but boring because it's just a normal fighting game, where are the amazing air and fast paced battles DBZ is known for? And I haven't tried Shin Butoden for Saturn, I heard the gameplay is actually pretty good, plays just like a Butoden, but has these ugly sprites from Ultimate Battle which is a shame.

Super Butoden 2 guy here, I love Legends, probably my 2nd favorite after SB2.
By the way, UB22 is actually a shit game, the real last Butoden is Shin Butouden on the Sega Saturn, uses the same sprites from UB22, and has a roster as equally big I think, but plays like a real Butoden game, UB22 wasn't a Butoden, it was a bastard.

Dragon Ball Z Super Butouden 2

first DBZ game I played back in 1996 or so, fond memories and still enjoy it to this day. Masterpiece soundtrack, and also my best friend is also fan of this game so every now and then we play it on VS and have a lot of fun.

most super famicom dragon ball games were fine, there was a few RPG games (I think one of them is one of the best DB RPGs available, I think starts from the beginning of Z or maybe the piccolo saga and ends with freezer), and the fighters.
All fighters on SFC are good, much better than the most popular ones like Final Bout or UB22 at least.
Hyper Dimension plays like a traditional fighter and is the best one graphically, and the Super Butouden games have their own distinctive gameplay for them to suit the DBZ-style fights (split screens to dash/fly around the stage faster and further, ki charge pressing Y+B, tactical use of super powers... it's really exciting when you're playing against another person who knows how to play the game, it becomes more of a tactical game rather than fighter... getting body to body combat can be dangerous for both players so the best option is to stay away from your opponent, charge your ki, and throw an attack (kame hame, masenko, whatever's the special power of your character, and they can perform 2 different powers each, aside from all the standard energy ball attacks)... so it's all a matter of charging your ki, and not letting your opponen charge his... once both players have enough ki, the special attack clash starts, and you have to try to either block or evade the attacks, or fight it back with another special power... if both powers clash (say, a kame hame against a big bang attack), both players have to buttonmash A and B simultaneously, first one to reach 50 hits wins.
It really is fun, but you need to know all the commands and special attacks, and have a friend who is also good at it, however, the single player is also really good, difficulty levels 3 and 4 are fucking diabolical, difficulty 4 practically rapes your ass, doesn't even let you charge your ki and can knock you off even if you block their attacks.
Actually, SB 2 and 3 are the most polished, and SB2 is the overall better in the series.

that's the only good thing about it really. gameplay was bland as hell and overall it felt too cheap. Legends is the best DBZ game on PS1.

And Super Butouden 2 is the best DBZ game: good gameplay, can be a bit slow if you try to play it like a street fighter but once you figure out how to do special moves (like throwing away your opponent against a rock with a kick, or doing a combo of 4, or 5 consecutive hits), and get the hang of the special attacks and how to block them or retrieve them back with another super power, then the games becomes addictive as hell. I spent many hours this weekend playing with my friend, the battles were crazy, we were flying and following each other around the stage, throwing energy blasts, pulling out special moves, and then all the super power clash.
I think out of all the 2D dragon ball fighting games, this one takes the crown, the story mode is also exquisite (for some reason, a story mode was taken out of Super Butouden 3, mind you "butouden" means "fight story", since SB1 and 2 are heavily story-focused and you can even change the events of it by trying different options, using different characters, or winning/losing certain battles).
Music is amongst my favorite vidya soundtracks to be honest, I'm not even exaggerating, if I had to pick the best thing this game has, is the music.
The roster is kind of bizarre, but that's also what I like about it: Goku isn't a selectable character unless you put in a code on the select screen, and you have characters like Cell Jr., Zangya and Boujack, which aren't common on DBZ games (maybe they are on the newer games, but a character like Boujack didn't appear on any other DBZ game, not even UB22)
