In the context of soley SH1 only it's never elaborated just what her endgame goal is but it seems that it was one with her personal gain in mind only. Some post SH1 material describes her as rejecting the image of paradise from the cult and seeking to recreate the world in her own image which seems logical enough but I always kind of take lore described after each entry's initial relesse with a grain of salt.
