I think the 2nd one was still the best. If Accolade could have maintained a Nerf license and kept the Ballzooka as Bubsy's go-to general purpose projectile weapon, they actually might have been able to make for a decent series. Instead, it's like they never really did figure out what the hell they were doing when making the games. In the end, they just couldn't pull a good platformer out of their ass. Busby's last game was a complete turd (Bubsy 3D), and Accolade merged with Infogrames, eventually being eaten up by Atari....So Atari should have the rights to Bubsy now.
