I see what you're saying re consistent, look, and yeah it's still a problem, however i've seen many very low-poly simple scenes that look great (with both high and low-res textures) due to lighting. Of course, the caveat is that a modder would have a lot of trouble re-orienting textures, etc, as you say they can't just drop-in a high-res version and hope it displays well.

It wouldn't be perfect, but that scene would look pretty good with better normals/bumpmapping on those textures IF the lighting was improved.

I guess i'm just arguing that lighting plays a big (IMO the biggest) part of making a scene look canny/good, not that it's practical on any particular engine or by modding any particular existing assets. I've seen shitty scenes rendered in full bright that look super amateur, drop a few lights in and rendered using raytracing and they come out looking great, regardless.
