The resistor and cap actually behaves as a delay to fix timing on the enable line, I believe. They didn't have enough setup time for the synchronous memory.

They have a 3.3v voltage regulator, but the chips are driven with 5v signals directly from the famicom, which they are technically not tolerant of but it kind of works.

They improved things for kirakira star night dx, using 5v tolerant chips and no longer needing the rework. The plastic molding is also much better.
