They got it from whatever race the arachnotrons are.
Remember the arachnotrons aren't demons, but aliens who may have even orchestrated the invasion of Hell. They probably gave the cyberdemon his prosthetics in return for agreeing to invade/weaken earth for them.

Or maybe I'm reading too much into it.
