There's a lot of desktop themes and games based on anime, pic related is from a cd-rom I have of Mahoromatic (2001, not really retro but it runs on Win98 and only 32-bit).

I was just trying a Mahoromatic CD I have with desktop themes and minigames and it works on win 7.
