If anything ROB was a ploy to get the NES on the shelves of Toy stores to prevent Commodore from getting the C64 on the shelves first as an educational device and gaming microcomputer. Nintendo lost out badly in Europe because there were three strong brands in the ZX Spectrum, Amstrad CPC and Commodore 64 already established. The only reason it took off in the US and Japan was the strong software line up and Nintendo's retailer hostile tactics to prevent competition from getting shelf space. And even in Japan it was still behind the MSX for a long time.

my guess is that you had a previous installation of ePSXe with working settings at some point and the new exe just used the old settings

All I know is that if you take a CLEAN windows machine and try to run ePSXe 2.0.5 from the official website on it, it will not have a required default overclocking setting and you will not be able to launch a game properly.
