What is the best Panzer Dragoon game? Is Saga really better than FFVII, or do people just say it is because it's rare?

So having obtained all four console Panzer Dragoon titles, here's what I've found

Panzer Dragoon - Controls a bit stiffly, really hard to shoot down projectiles fired at you. Lack of health pickups make it very frustrating.

Panzer Dragoon Zwei - Much better, ground levels are a bit easier to handle, and unlimited continues and a save system help take the edge off. Still no health pickups.

Panzer Dragoon Saga - What the flipping fuck is going on here? Why did that boss revive after I exhausted all my supplies and energy taking him down the first time?

Panzer Dragoon Orta - can't talk about that one.

Overall, they don't seem very easy to play, or am I playing them wrong?
