not true anymore, google does quite a great job for such a weird language, i've beat and understood a few PC and PC98 games with no problem using ITH.

capture2text seems to have trouble with pixels, but with the right filter it's not so bad (pic related, nearly all characters were recognized with the filter 3xBr - v 3.4 for SSF).

So such a program or just a simple feature for capture2text would be very useful.
