That almost count as a different game altogether though; most of the levels are tweaked and there's new stuff all around.

Anyway, if we're talking Special Edition alone, Sega CD is still superior than the Win95 PC version

It removed most of the extra visual candy: smoky overlays in the Hell level, background rotation in Andy Asteroids, distortions and warps from the underwater levels, etc. Plus, no transparency-based effects from the SNES version either, such as lens flares and whatnot.

It did have a sweet state-of-the-art .hlp digital manual though iirc

Did it really run at a higher resolution? Never noticed that, the field of view seemed similar to the Sega CD version´s
