Because System Shock 2 is more accessible and has a direct lineage to BioShock so it's more well-known among young people. Even with the Enhanced Edition mouselook, some people aren't willing to dedicate the first few minutes of the game to learning the controls simply because they're unconventional.

I think most people are aware of just how groundbreaking and incredible the first game is, though. I don't know anyone who's completed both who doesn't think the first game is superior. 2 is great but the first game is a masterpiece.
