Each enemy mech in the game has its own pool of abilities you can learn by downloading their data, which ability you get after downloading data is picked randomly from that specific pool.
Mind that there's also a chance you don't get anything and regen your WP instead, moreover, you'll need a certain specific motherboard to learn some of the more powerful programs, the good thing is the total pool of mech techniques is relatively small so it doesn't take much to build up.

Some mechs, or mech frames in case of T260G's own gimmick when you play as her, also come with unique, built in techs that can't be used by other frames, one of those frame specific tech also links with a specific downloadable program, I won't spoil which is which since it's pretty easy to understand once you get those.
Mind that while mechs are statistically the strongest race in the game and are immune to pretty much any status alteration, they have two crippling weaknesses, if you came from the GB games you'd now one of those, the other is a bit less obvious, by playing T260G's scenario you'll learn very fast what these weaknesses are, especially if you play as a full mech party.
