Better question: Are there any notable Black retro game developers, or were basically all these Black characters put in those games by Japanese and White people?

I suspect that we'd see more Black characters in games if those games were made by Black developers. Too bad Blacks have such a low average IQ, and their parents will sooner spend the welfare money they get from Whitey on mindless entertainment like pay-TV and other frivolous shit, rather than providing their kids with educationally valuable things like computers and books on how to use and program them.
