for 240p stuff, you want 3840x240@120Hz + Black Frame Insertion
Retroarch has BFI and also Hard GPU sync for the lowest possible input lag

For old PC just use whatever you prefer, I like 640x480 myself because it still has some small natural scanlines

PC CRT monitors are the most versatile things for games
