That was because the Mega Drive was not a success in Japan, so it was completely up to Sega of America to keep game releases coming through the mid-90's. Sega of Japan completely gave up on it before the Saturn's launch, whereas Nintendo supported the SNES/Super Famicom up to and through the N64's launch and release.

It was clear Sega of Japan was pretty salty with how successful the Genesis was in North America and Europe when it came in a distant third place in Japan, and that showed in Sega of Japan's conduct with the U.S. branch. At least Nintendo Corporate Ltd. had the success in the home country to back up their pride, Sega didn't even have that.
