I think it's a fun idea but yeah it's too inconsistent, especially considering players will have to take damage sooner or later and that some WADs have damaging floors too. It's kind of like Heretic items in that you're probably left wondering when to use it, the window of damage you can take is very tight.

Working with how it functions now, was thinking along the lines of either:

>Allow player to recharge the core itself under relatively tough but practical conditions to suit all kinds of maps
>Additional uses past the first drain player resources
>Increasing base health buffer to something like 80 or even 100 health, allowing some additional leeway
>Having supercharge or health beyond 101% influence the buffer
>Having a separate buffer health/armor pool of a given size that takes priority over items for restoring it as long as the boost is active
>Making it time-based, player taking damage simply drains time
>Additional core pickups net spare extra uses
>Skipping using it on a map stores a partial extra charge

That's what I have, I think a cooldown period takes away what's special about it.
