Vita has a version of RetroArch that runs on the Vita side of things rather than PSP. It adds support for a whole bunch more stuff, including DOS, PC98. Also Quake. Not powerful enough for Dreamcast though, but you do get Nvidia Gamestream through Moonlight as a consolation, which runs about as well as PS4 remote play.

I do think the future is with the Switch though. It's early days and you should definitely go with the Vita if you want a complete experience now, but I can see homebrew developers abandoning Sony hardware for it. The Switch really is the Vita 2.
