almost everything on saturn has been dumped even apps,emulation is quite good specially if you are on linux since emulator run faster there,on windows you have mednafen and ssf while you won't be able to run all games the big majority are playable.

arcades are made on a certain basis and they get profit from direct arcade sales and games licensing they don't get profit from arcade centers or similar places.
arcade cost are around 800 to 1000 dollars machines are sold without games and they get profit from game developers which sell their games at around 400 dollars and certain % get to the arcade maker.
as you see the only ones that care about if the games are money eaters are those greedy foreign arcade owners.
if a game is too hard people stop going to the arcade and the arcade goes out of business as simple as that arcade makers and game developer don't suffer a loss because they already got the investment returned
