The general consensus is that Rockman 4 Minus Infinity and Rockman no Constancy are the best Mega Man hacks out there. In addition to these two, I recommend checking out Rockman 5 Install Metal and Rockman 3 Burst Chaser (though this one isn't for everyone).

Ironically, most of my gripes about SMW 2+3 are the same as your complaints about Mario Gives Up. I found the overall level design is bland and very linear even by SMW hacking standards. The levels are as varied as the ones found in NSMB games, the music choices are nothing special and the custom graphics clash pretty badly most of the time. It does something different and I appreciate that, but the execution could be a lot better.
