I can't really say. They're two different sub-series.
Soul Hackers 3DS is a lot like it's Saturn original, complete with framerate.
SMT2 is known to be the best mainline SMT not counting Nocturne
If you want faster combat, Soul Hackers
If you want deeper story, SMT2

I don't have it, but just a word of advice.
The 64M is two 32M pages.
Shantae is 32M/8MB IIRC, so it will take up an entire page.
If just one game is on the card, it will start automatically.
I think it can run Shantae.
Also, I tend to stay away from Goomba Color, as I've gotten lag from using it under PSP's Master Boy emu (testing purposes)
