Just like my copies of SMB3, I would consider that a variant.

The SMB3 cartridge of the right is the original game. The one on the left is a revision of the game. A SMB3 1.1 of sorts. There was no need to rearrange the label. The USA/USA 1 would have been sufficient to mark it as a revision. But still got a new label makes it a variant.

Same goes for your copy of Metroid. The "Classic Series" cartridges are more or less the "Greatest Hits" of the NES era. It was a re-release like the SMB3 cartridge. A Metroid 1.1 of sorts. There was no reason to totally revamp the artwork. But they did.

So that's why to me your copy would be consider a variant.

But thanks for showing me the seal/no seal USA variants. I had no idea there were two. Upon checking my copy mine has the seal.

The reason that I don't want to count the NES-MW-NOE as a variants is because it actually is just a different region, and not necessarily a variant. Because trying to collect different variants and regions would be tormenting.

This are all the different regions of the game that I'm aware of...

Super Mario Bros. 2 NES-MW-ESP
Super Mario Bros. 2 NES-MW-EEC
Super Mario Bros. 2 NES-MW-FRA
Super Mario Bros. 2 NES-MW-GBR
Super Mario Bros. 2 NES-MW-NOE
Super Mario Bros. 2 NES-MW-USA

And that's not counting the variants.

Not to be a dick about it but I was only referring to American variants.

The games labeled "NES-MW-NOE", is actually another region. NOE stands for Nintendo of Europe. For me I would only considered the USA lable and USA no label, variants.

Another set of variants I have is the original Super Mario Bros cartridge.
One has the "Nintendo" logo in the middle while the other has it on the bottom. One has the white line dividing the games. And one has the "Seal of Quality" while the other doesn't.
