Make sure UAC is disabled, that might be screwing with it. If that doesn't work, you can try this:
1. Right click the Windows folder and select properties.
2. Go to the Security tab and click Edit.
3. Click add, then type in the username for your account, then click check names. It should change to something like <YOUR COMPUTER NAME>\<YOUR USER NAME>. Click OK.
4. Select your username in the list, then select the ALLOW Full Control box in the second list. Click OK, then OK again.

There's a guy that streams RCT 2. When he first start streaming with the original RCT, he would insist that, when he was a kid, he saw a control failure'd merry-go-round shoot up into space and fall back down and crash. He was so convinced of it that he created a park full of merry-go-rounds and let them control failure and streamed it JUST to try to prove it happens.
Needless to say, it never did.
