Fun fact - in 3rd edition D&D, the default starting age for any 1st-level human D&D character was teenage.

This is because the default starting age for a Human was 15, and then you rolled a die of various sizes (based on class) to determine your starting age: d4 (Barbarian, Rogue, Sorcerer); d6 (Bard, Fighter, Paladin, Ranger); or 2d6 (Cleric, Druid, Monk, Wizard). So on average most humans start at either 17 or 19 (and could be as young as 16), and even a wizard could be as young as 17. It could also be presumed that most other races' starting ages reflect the same thing (not elves for reasons outlined in Races of the Wild, though).

This makes a degree of sense, since Conan of Cimmeria was only 14 or 15 when it took part in his first battle, and was still a teenager in the early Robert E. Howard stories like "The Frost-Giant's Daughter" or "The Tower of the Elephant".

one of my old ideas for a low-stakes 'young adventurer' thing had been tribes of goblins, kobolds, orcs, etc. all happen upon a ruin with the 'non-lethal' enchantment over a huge area.

Under the direction of a dragon they build basically an amusement park where adventurer's young and old can come and practice without risk of any real injury.

You can either keep the stakes low with the park doing an event and the PCs have to race rivals to reach the event treasure.

Or make it higher stakes with someone damaging the enchantment on the park to do serious harm.

as posted earlier, the rules for 3.5 dnd had human adventurers starting their careers from 16 at the lowest, to 27 at the highest.
having to be 18 to join an army and such is a pretty new thing historically speaking, and there isn't any real reason why the nations of most settings would be different

now, wanting to play kids who haven't finished or even started puberty is a bit more potentially fetish bait, but if you've got a group that, even if they are a bunch of pedophiles, are mature and/or competent enough to hide their boners and play as normal, then I really don't see what a big deal it is.

Like any time I see a sword jammed into something's head, this reminds me of Toon Link killing Ganon, permanently, at the end of The Wind Waker.

It's not 100% clear what it is that means that Ganon is permanently dead in the Wind Waker timeline - losing the Triforce of Power, getting a sword jammed into his head, turning to stone, or having an entire ocean fall on him - but Toon Link is one of the only ones who gets to claim that his Ganon is DEAD and not coming back.

Do not kidnap Toon Link's sister. You will live to regret it...briefly.

Actually there is. How tall you grow up to be is partially determined by how much food you eat as a kid; and when you hit puberty is also partially determined by body fat. The modern Western world is eating better as kids than our ancestors did (at least in terms of caloric intake), and tend to have more body fat as kids, so puberty is starting younger.

In order for Torm to defeat him, he needed strength from his followers, and the lives of every adult in the city of Tantras was sacrificed to give him the strength to vanquish Bane.

I want to run a game where the characters are kids/young teens, the first session is them waking up one day to find all the adults are gone, and they need to round the kids up, find any (now orphaned) babies, and beat back any bad kids trying to loot and hurt others. Level 3, late teens, maybe some bandits come to the town, realize it's all kids, and think it's easy pickings? But obviously these kids have been fighting tooth and nail for years by this point, and are more than competent enough to fight back.

Transition into a normal adventure could be, say, they find some hidden family/town secret in the basement of some house.

Of course this assumes no contact from anywhere else in all those years, so maybe rumors have spread to the rest of the world that the town was utterly destroyed in the conflict? Maybe even some rumors that there are wards, or a cloud of death, or whatever over the town.

Some of my favorite stories to explore with players are adventuring traumas, though. So it isn't exactly out of the realm of reason to have your party have to deal with the fact that their adventuring is causing real world impact that is not pretty. Treasure is great, but coming home knowing that you the kobolds you gutted for it have families of their own they'll never go back to either runs into people with a measure of sociopathic tendencies or real introspection on the value of what they are doing.

Obviously, this isn't for all players or GMs. But damn can it lead to some really quality interactions.

Not him, but I think what he meant a child character is explicitly impossible to make using Twilight 2000 rules. There was a side-rule for that in 2013, but 2013 is shit and said rule also demanded to be at least 16 anyway, giving so many penalties it simply wasn't worth it even for purely roleplaying value. After all, Twilight is on gritty side of the scale, so by default playing as minor is a bad idea.

It's not like Twilight 2000 is a gritty "realism" post-apo game about group of soldiers trapped behind enemy lines or anything and a char-gen is about making a soldier with some degree of professional training and/or occupation experience, while rules are build around such concepts like bulk, weight of equipment, recoil control and tactical application of, well, everything.
So I'm glad you manage to hammer down a square peg into a round hole, but that's not something I would do. I'd rather look for a square hole, like, say, Savage Worlds.

And that goes without saying that you've just unironically wanted to play badass, regardless of age, in Twilight 2000. Seriously, try other game.

Also, if your character is only good in one thing and said thing is combat (which can be atrributed to a concept such as "child soldier", as it means a literal minor that never gained any sort of on-job experience or actual army training, even a boot camp one), you are a burden to your party in all editions of Twilight. Because you are utterly useless for group survival, while a child-based penalties to fight makes you a sub-par combatant anyway. And I think if you tried to pull that in 1e, you would end up with half EDU score and underdeveloped stats, making your PC really fucking bad.
So it's less about complaining about the character as such, but the idea of making such character in a system that doesn't support it and then your complaining about being penalised (as your pic suggests).
Twilight 2000 and children just don't mix, the same way as Twilight 2000 and combat-oriented characters don't mix, despite being a military-themed game.
